Indiana Legislative Update Bills Almost All Released

This week we closely followed the early movement of legislation and the individual assignment of bills to committees. Committee hearings are beginning to take place, while at the same time new bills are still yet to be assigned.

The week’s highlights came as Governor Eric Holcomb delivered his 3rd State of the State address to a joint session of the legislature on Tuesday.  In his 30-minute speech Holcomb focused on education, workforce and the business climate in Indiana. “A strong economy depends on a world class workforce. A workforce depends on a great education. A great education depends on great teachers.” The speech highlighted the governor’s plan for a boost to teacher pay and bailing out educator pensions to the tune of $140 million dollars. Holcomb artfully linked his hate crimes bill to business saying, “Business interested in Indiana cares about this issue, but it’s not just about business. At its heart, this has to do with people’s dignity, and how they treat each other.” You can see the full text or watch the video here.

Indiana Supreme Court Chief Justice Loretta Rush also delivered the State of the Judiciary address this week. Rush hailed “progress” in her annual speech, while still calling for more legal aid for low income Hoosiers, criminal justice reform and continued efforts to combat the substance abuse epidemic, stating “Justice only for those who can afford it is no justice at all.” Text and video of her address are here.
